COVID-19 von Briesen Task Force Resource: COVID-19 Relief Bill – What Employers Need to Know Heading Into 2021


On Sunday, December 27, 2020, President Trump signed legislation providing government funding and a long-anticipated coronavirus relief package (the “Bill”). The wide-sweeping Bill contains a number of key provisions that will impact both public and private sector employment in 2021. Of particular significance to employers is that:


  1. The Bill does not extend the mandates of the Emergency Family and Medical Leave Expansion Act (“EFMLEA”) or the Emergency Paid Sick Leave Act (“EPSLA”) enacted under the Families First Coronavirus Response Act (“FFCRA”).
  2. The Bill allows tax credits to employers for “FFCRA like” paid leave benefits paid to employees through March 31, 2021.
  3. The Bill provides no economic incentive for public employers to continue FFCRA's paid leave benefits.
  4. The Bill expands upon the previously enacted CARES Act and provides for continued federal assistance to unemployed workers with supplemental weekly benefit payments of $300 and an extension of the maximum benefit period.

In a ribbon cutting announcing their opening, Goodwill NCW Boutique, located within the Oshkosh West store at 2303 Westowne Avenue, hosted ambassadors from the Oshkosh Chamber of Commerce and John Casper, President/CEO. The new boutique showcases an expanded selection of gently used items.

 

Goodwill NCW’s mission begins with the communities’ support through donations. These donations in turn are sorted and merchandised for sale in stores, which provide meaningful training and employment opportunities for people across 35 Wisconsin counties.


The resources generated through the sale of donated goods are invested in people, community, mission and future.

Oshkosh Corporation has announced that it has entered into a definitive agreement to acquire Pratt Miller, which specializes in advanced engineering, technology and innovation across the motorsport and multiple ground vehicle markets, for a cash-free, debt-free purchase price of $115 million. Pratt Miller will maintain its name, team members, facilities and branding elements.


Founded in 1989 and headquartered in New Hudson, Michigan, Pratt Miller has made significant advances in dynamic growth areas such as artificial intelligence, robotics, autonomous and connected systems and electrification.


The transaction is expected to close in the first calendar quarter of 2021.

ECONOMIC DEVELOPMENT UPDATE

OSHKOSH AND WINNEBAGO COUNTY UNEMPLOYMENT RATES DECLINE IN NOVEMBER

 

The unemployment rates for Oshkosh and Winnebago County dipped slightly in November after a slight increase in October, remaining among some of the lowest in the state and region as reported by the Wisconsin DWD.     

 

CITY OF OSHKOSH EMPLOYMENT DATA

The data indicated that the Unemployment Rate for November 2020 was 3.7%, down slightly from 4.1% in October 2020 and down significantly from its high of 14.3% in April 2020.  By comparison, the unemployment rate in November of 2019 was 2.8%. Oshkosh’s November unemployment rate was one of the lowest of major cities across the State of Wisconsin.
