TRANSPORTATION UTILITY SURVEY

The Oshkosh Chamber is looking to formulate a position on a City of Oshkosh proposal to establish a Transportation Utility Program. We are reaching out to gauge opinions on this proposal.


Under the City’s current assessment policy, all property owners are directly assessed for a percentage of the cost of street reconstruction on streets that are adjacent to their properties and assessed for the entire cost of sidewalk replacement adjacent to their property. The City is currently developing a proposal to establish a Transportation Utility Fee Program as a means to eliminate these special assessments for street reconstruction/improvement projects and the sidewalk replacement program. A similar funding approach was rejected by the City Council in July 2019. Based on a recommendation of the City Ad Hoc Committee on Special Assessments, each residential (one- and two-family) property owner would be assessed an initial annual fee of $96 per parcel and all other property owners (including commercial, industrial, non-profit & publicly owned) would be assessed an initial annual fee of $600 per parcel. These annual fees would be assessed whether your adjacent street or sidewalk is repaired.

New Development Along Oshkosh Avenue Progresses


Plans for new development along the Oshkosh Avenue corridor near the new Oshkosh Corporation global headquarters continues to move forward. Developer Steve Hoopman of Lakeshore Development recently announced that the construction of a new 103 room extended stay Marriott TownPlace Suites will begin this Spring. 


In addition, Hoopman recently received Oshkosh Common Council approval to move forward on the development of a 2.59 acre parcel of land at 1650 and 1660 Oshkosh Avenue for the construction of a new 22,000 square foot two- story office building that will be the new home of CliftonLarsonAllen. Plans also call for another three-tenant retail building that will be the home for a new Dunkin’ Donuts. Construction is excepted to begin in the spring of 2020 on both buildings.
